Disaster Relief Fund

Nepal is always prone to natural disasters. Every monsoon brings landslides, flooding and destruction of infrastructures. Similarly, forest and house fires occurs either due to extreme dry, wind or carelessness of people. Highway accidents are rising day by day. Scientists claim that a big scaled earthquake might come anytime in Nepal. These are some of the disasters that Nepal will face almost every year. Due to natural condition, flooding, landslides and earthquake problems are out of control for Nepalese at this moment. Hence, Nepal needs a long term strategy to over come these problems.

Flooding is causing death and property damage in most of the Terai areas these days. Different organizations including the government are asking or requesting relief fund for the same. Our concern should not be on collecting the fund and helping the needy people. But we have to think on helping the needy people as soon as they are in problem or help before they are in trouble. Since the problem is not one time, we must setup a relief fund running throughout the year. People will contribute in the fund continuously. The fund money will be distributed for the needy accordingly. The fund is also used to aware people on precautions, first action, and after disaster activities. Analyzing the earlier disasters and money needed as relief work, minimum balance is maintained in the fund. Whenever the fund money is less than the minimum balance, government needs to put its budget from special budget category. Therefore, the relief fund will work efficiently and in time. There is no need to ask people or other organizations for the fund once an accident happens.

Nepal also needs to develop special troops to work for natural disaster. The troops specialized to work during the disasters. For an example, troop to teach, aware, and work for earthquake disaster; troop to fight against forest fire or mass firing; troop to work during and against flooding; troop specialized in highway or similar big accidents. They give training to school children on the process of precautions and on how to react during and after disaster. The troop also makes policies programs and research on natural disasters so that possible human and infrasturcture loss can be minimized. The relief fund itself runs those troops.
