Politics of Nepal's load shedding

Kathmandu is facing sixteen hours of load shedding these days. ‘Dry season, no enough water on the rivers, and imbalance of power production and demand’ was the government statement regarding the reasons for load shedding. I am still not satisfied with the government views for the load shedding reason. Most of the hydropower plants are run off river type and if water flow goes down it is obvious that electricity generation decreases. During the last few years the major power consuming industries are closed down due to political, economical and security reasons. Rural electrification is with micro and small hydro power or solar or biogas based. Individual projects are lighting villages than national grid.
Without any concrete consumer, how the load can increase from 2-4 hours every week? Is it possible to dry a river affecting 2 hours of generation this week and another 2 hours in another week and another 2 hours in next week? I do not know if any one has recorded the numbers of small and large inverters, gas generators or electric charger lamps sold during this period. I doubt the problem is for mega corruption and lies under big political powers. As a student of environmental science, I wonder what would be the environmental hazard of the batteries used to provide alternative light in household and other sectors. No matter whether it is solar or inverter or emergency electric lamps they all use battery. No matter what lies behind the drama, I was using candle light for 2-4 hours of load shedding. Afterwards I bought electric charging lamp. Since the lamp can not be charged anymore with the time of electricity flow, I now installed solar photovoltaic panel as an alternative to cope the situation.
