Turn off your mobile to receive signals

Do you have mobile signals receiving problem in your mobile set when others are receiving signals at the same position? Yes, I have seen that different sets have different signal receiving capacities. But I don't understand the technical aspects: when you turn off the same mobile which was not receiving signals at that location, it may receive the signals when turn on again. Because of this many people in Nepal at different places are turning off and on their mobiles frequently (not in cities). I tried this myself and it really works. Even after turning on fresh, the signals may go off again. I was told that that was due to the frequent electricity cut off in different places due to load shredding. The signal towers may not receive enough electricity and signals are cut off. Anyway, it is interesting to see people turning on and off of their mobile sets to make a call. It might also affect the life of mobile set but who cares that when you can make a call when you are need of. If you know the technical aspects of receiving signals when turn on the mobile even when not received the signals at normal condition, please share with us.
