Veoh videos are available in Nepal

Today, while searching some documentaries on 'pesticides', I got different links by google videos, youtube and veoh. But while clicking one of the video of veoh, I got this message: "Veoh is no longer available in NEPAL. If you are not in NEPAL or think you have received this message in error, please go to veoh.com and report the issue."

Is this the link blocked by my service provider or government of Nepal or the site owner itself. If the site owner has blocked what could be the reason that they do not provide the service to certain section. If it could be by the government, why specific to this site? same materials are also available on other sites? I don't understand this.
