Dare to punish the illegal activities

When I was waiting at a bus stop, I saw a vehicle with uncommon number plate. The Nepal Government issues vehicle number plate with 'Nepali letter-maximum double digit Arabic number-Nepali letter-maximum four digit Arabic numbers'. E.g., Ba 10 Cha 1234. The first letter denotes the zone (here 'Ba' means Bagmati zone), Second letter denotes the vehicle category (here 'Cha' means private vehicle). The number between two letters and other number explains about the number of such category vehicle registered. The above example number shows that the private vehicle in Bagmati zone has reached 10 thousand plus 1234 or 11, 234. The registration is possible from all the zones in Nepal but use the same format of number plate. Sometimes, government issues different plates for diplomatic mission and temporary visits. Usually the diplomatic mission vehicles are within blue plate and temporary with green plate. Only corporations office can use yellow plates but with above mentioned format. However, the pictured vehicle do not fall in any category or is not following the legal format of number plate. I don't know who is using this plate and why it is allowed to run on road. The vehicle actually stopped few meters from the traffic police while the picture is taken but no one dared to stop and question on this issue.

This vehicle has plate format of Ba 0001 A 78 (The number in right format would be Ba 1 A 78 but looking the vehicle condition, it does not seems to be very old one (In Bagmati zone this vehicle has been registered as number 78 and to be true it must be imported some 50-60 years back. Probably this model was not even thought at that time.
